You have to rename of downloaded file to ff++-mode.el
and you had better modify your .emacs file to

(autoload 'ff++-mode "ff++-mode" "Major mode for editing FreeFem++ code." t)
(add-to-list 'auto-mode-alist '("\\.edp$" . ff++-mode))
